The story focuses on a paradox: while some build with discipline and conviction, others work in silence to <span style=\"font-weight: bold;\">blow it to pieces<\/span>. The bridge thus becomes more than just infrastructure: it is a metaphor for <span style=\"font-weight: bold;\">purpose, coherence \u2014or its absence<\/span>.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\">Saving all distances, the current moment in the housing market has something of this duality. But with an important nuance: here, in theory, <span style=\"font-weight: bold;\">we should all agree that the bridge must be built<\/span>.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\">In the midst of a complex context like the present one, it is fair to acknowledge when things move in the right direction. Not everything is negative. In fact, in recent weeks, after a year of work and preparation, a relevant development has taken place that could mark <span style=\"font-weight: bold;\">a turning point<\/span> if it is sustained over time.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\">We are referring to the <span style=\"font-weight: bold;\">first major tender to promote the construction of social and affordable rental housing<\/span>. An initiative led by the Government of Catalonia which, in scale and approach, points towards where we have known for years we need to go: <span style=\"font-weight: bold;\">generating affordable supply in a significant and sustained way<\/span>. Because, let\u2019s not kid ourselves, <span style=\"font-weight: bold;\">without supply there is no housing policy that works<\/span>.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\">It is true that the results will not be immediate. This new housing stock will not reach the market for a few years, and it will do so gradually. But it is also true that, for the first time in a long time, <span style=\"font-weight: bold;\">a structural, not cyclical, step<\/span> has been taken. And that, in a sector accustomed to short-term measures, is no small thing.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\">This tender has also had a particularly noteworthy element: <span style=\"font-weight: bold;\">the recovery \u2014still incipient\u2014 of trust between the public and private sectors<\/span>. A trust that had been eroding for years and that is essential to <span style=\"font-weight: bold;\">execute, manage and grow this affordable housing stock<\/span>. Without this collaboration, there is simply <span style=\"font-weight: bold;\">no possible scale<\/span>.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\">In short, a <span style=\"font-weight: bold;\">bridge has begun to be built<\/span>. A necessary bridge, still fragile, but essential. A bridge that should <span style=\"font-weight: bold;\">grow, consolidate and become increasingly robust<\/span> over time.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\">And yet, this is where the contradiction appears.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\">Because while part of the administration works to <span style=\"font-weight: bold;\">raise this bridge<\/span>, other areas seem determined to <span style=\"font-weight: bold;\">undermine it<\/span>. Improvised, underdeveloped regulations continue to be approved, often with a reactive rather than strategic intent. Measures that, in many cases, end up generating <span style=\"font-weight: bold;\">effects opposite to those they intended to correct<\/span>.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\">The problem is not only the content of these decisions, but above all the framework they create: <span style=\"font-weight: bold;\">distrust, uncertainty and paralysis<\/span>. The message being sent is confusing: <span style=\"font-weight: bold;\">collaboration is requested from the private sector<\/span> to increase supply, while at the same time conditions are created that hinder that very collaboration. <span style=\"font-weight: bold;\">A bridge is built with one hand while with the other its foundations are eroded<\/span>.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\">We all know that solutions will not be quick. The accumulated deficit is too large and sector inertia too slow. The challenge of the \u201c<span style=\"font-weight: bold;\">in the meantime<\/span>\u201d is probably the most complex to manage. But that does not justify acting without precision.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\">On the contrary. If anything is required in the current moment, it is <span style=\"font-weight: bold;\">fine surgery<\/span>: measures that are carefully designed, assessed, adjusted to reality and aimed at <span style=\"font-weight: bold;\">refining, not breaking<\/span>. Because when one acts with a <span style=\"font-weight: bold;\">legislative axe<\/span>, the risk of doing more harm than good is extremely high.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\">And this is where the question becomes unavoidable: <span style=\"font-weight: bold;\">what do they really want?<\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\">Do they want to build a <span style=\"font-weight: bold;\">stable framework<\/span> that allows for <span style=\"font-weight: bold;\">increasing supply and improving access to housing<\/span>?
