El relat posa el focus en una paradoxa: mentre uns construeixen amb disciplina i convicci\u00f3, altres treballen en silenci per <span style=\"font-weight: bold;\">fer-lo saltar pels aires<\/span>. El pont es converteix aix\u00ed en alguna cosa m\u00e9s que una infraestructura: \u00e9s una met\u00e0fora de <span style=\"font-weight: bold;\">prop\u00f2sit, de coher\u00e8ncia \u2014o de la seva abs\u00e8ncia<\/span>.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\">Salvant totes les dist\u00e0ncies, el moment actual del mercat de l\u2019habitatge t\u00e9 alguna cosa d\u2019aquesta dualitat. Per\u00f2 amb un mat\u00eds important: aqu\u00ed, en teoria, <span style=\"font-weight: bold;\">tots haur\u00edem d\u2019estar d\u2019acord que el pont cal construir-lo<\/span>.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\">Enmig d\u2019un context complex com l\u2019actual, \u00e9s just recon\u00e8ixer quan passen coses que van en la bona direcci\u00f3. No tot \u00e9s negatiu. De fet, en les darreres setmanes, despr\u00e9s d\u2019un any de treball i preparaci\u00f3, s\u2019ha produ\u00eft un moviment rellevant que pot marcar <span style=\"font-weight: bold;\">un abans i un despr\u00e9s<\/span> si es consolida en el temps.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\">Ens referim al<span style=\"font-weight: bold;\"> primer gran concurs per impulsar la construcci\u00f3 d\u2019habitatge de lloguer social i assequible<\/span>. Una iniciativa liderada per la Generalitat de Catalunya que, per dimensi\u00f3 i plantejament, apunta cap all\u00e0 on fa anys que sabem que cal anar: <span style=\"font-weight: bold;\">generar oferta assequible de manera significativa i sostinguda<\/span>. Perqu\u00e8, no ens enganyem, <span style=\"font-weight: bold;\">sense oferta no hi ha pol\u00edtica d\u2019habitatge que funcioni<\/span>.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\">\u00c9s cert que els resultats no seran immediats. Aquest nou parc no arribar\u00e0 al mercat fins d\u2019aqu\u00ed uns anys, i ho far\u00e0 de manera gradual. Per\u00f2 tamb\u00e9 \u00e9s cert que, per primera vegada en molt temps, s\u2019ha fet <span style=\"font-weight: bold;\">un pas estructural, no conjuntural<\/span>. I aix\u00f2, en un sector acostumat a mesures de curt recorregut, no \u00e9s menor.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\">Aquest concurs ha tingut, a m\u00e9s, un element especialment destacable: <span style=\"font-weight: bold;\">la recuperaci\u00f3 \u2014encara incipient\u2014 de la confian\u00e7a entre el sector p\u00fablic i el sector privat<\/span>. Una confian\u00e7a que s\u2019havia anat erosionant durant anys i que \u00e9s imprescindible per <span style=\"font-weight: bold;\">executar, gestionar i fer cr\u00e9ixer aquest parc d\u2019habitatge assequible<\/span>. Sense aquesta col\u00b7laboraci\u00f3, simplement <span style=\"font-weight: bold;\">no hi ha escala possible<\/span>.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\">S\u2019ha comen\u00e7at, en definitiva, a <span style=\"font-weight: bold;\">construir un pont<\/span>. Un pont necessari, encara fr\u00e0gil, per\u00f2 imprescindible. Un pont que hauria de <span style=\"font-weight: bold;\">cr\u00e9ixer, consolidar-se i fer-se cada cop m\u00e9s robust<\/span> amb el temps.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\">I, tanmateix, aqu\u00ed \u00e9s on apareix la contradicci\u00f3.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\">Perqu\u00e8 mentre una part de l\u2019administraci\u00f3 treballa per <span style=\"font-weight: bold;\">aixecar aquest pont<\/span>, altres \u00e0rees semblen decidides a <span style=\"font-weight: bold;\">torpedinar-lo<\/span>. Continuen aprovant-se <span style=\"font-weight: bold;\">normatives improvisades, poc madurades<\/span>, sovint amb una voluntat reactiva m\u00e9s que no pas estrat\u00e8gica. Mesures que, en molts casos, acaben generant <span style=\"font-weight: bold;\">efectes contraris als que pretenien corregir<\/span>.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\">El problema no \u00e9s nom\u00e9s el contingut d\u2019aquestes decisions, sin\u00f3 sobretot el marc que generen: <span style=\"font-weight: bold;\">desconfian\u00e7a, incertesa i par\u00e0lisi<\/span>. El missatge que es transmet \u00e9s desconcertant: es demana <span style=\"font-weight: bold;\">col\u00b7laboraci\u00f3 al sector privat<\/span> per impulsar nova oferta, per\u00f2 al mateix temps es creen condicions que dificulten aquesta mateixa col\u00b7laboraci\u00f3. <span style=\"font-weight: bold;\">Es construeix un pont amb una m\u00e0, mentre amb l\u2019altra s\u2019erosionen els fonaments<\/span>.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\">Tots sabem que les solucions no seran r\u00e0pides. El d\u00e8ficit acumulat \u00e9s massa gran i les in\u00e8rcies del sector massa lentes. El repte del \u201c<span style=\"font-weight: bold;\">mentrestant<\/span>\u201d \u00e9s, probablement, el m\u00e9s complex de gestionar. Per\u00f2 aix\u00f2 no justifica actuar sense precisi\u00f3.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\">Al contrari. Si alguna cosa requereix el moment actual \u00e9s <span style=\"font-weight: bold;\">cirurgia fina<\/span>: mesures pensades, avaluades, ajustades a la realitat i amb voluntat d\u2019<span style=\"font-weight: bold;\">afinar, no de trencar<\/span>. Perqu\u00e8 quan s\u2019actua amb una <span style=\"font-weight: bold;\">destral legislativa<\/span>, el risc de fer m\u00e9s mal que b\u00e9 \u00e9s alt\u00edssim.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\">I \u00e9s aqu\u00ed on la pregunta es fa inevitable: <span style=\"font-weight: bold;\">qu\u00e8 volen realment<\/span>?<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\">Volen construir un <span style=\"font-weight: bold;\">marc estable<\/span> que permeti <span style=\"font-weight: bold;\">augmentar l\u2019oferta i millorar l\u2019acc\u00e9s a l\u2019habitatge<\/span>?
