Setmanes en que semblava que l\u2019activitat baixava i baixava, i al cap de quinze dies torn\u00e0vem a anar de b\u00f2lit amb visites i m\u00e9s visites.<\/p>\n<p>Segurament han intervingut molts factors pol\u00edtics, econ\u00f2mics, rumors de crisi&#8230; i tamb\u00e9 propis del sector. El ciutad\u00e0 que vol comprar li costa m\u00e9s decidir-se. Per una banda hi ha <strong>algunes opcions m\u00e9s<\/strong> que fa uns anys, per\u00f2 no gaires m\u00e9s, i veurem quan dura aquesta tend\u00e8ncia. I per una altra t\u00e9, <strong>menys seguretats i m\u00e9s incerteses<\/strong> de si podr\u00e0 aconseguir finan\u00e7ament.<\/p>\n<p>En el nostre cas, aquest segon semestre del 2019 hem venut clarament menys que al mateix per\u00edode del 2018, tant en obra nova com en segona m\u00e0. Aproximadament hem fet un <strong>10% menys que l\u2019any anterior.<\/strong><\/p>\n<p>En quant <strong>al lloguer, el mercat segueix estant molt actiu,<\/strong> b\u00e0sicament perqu\u00e8 segueix havent una gran difer\u00e8ncia entre demanda i oferta. Com que no es genera m\u00e9s oferta els preus es segueixen mantenint molt elevats i els immobles amb rendes mitjanes-altes segueixen llogant-se, en general, r\u00e0pidament. Els de rendes molt elevades segueixen altres ritmes i cal dedicar-hi m\u00e9s temps per llogar-los.<\/p>\n<p>El mercat de lloguer segueix sent <strong>molt din\u00e0mic<\/strong>, no creiem que hagi de canviar massa a curt termini. Com hem dit, les rendes segueixen estant molt elevades, el 46% dels nous contractes realitzats el passat 2019 es situen entre els 1.000\u20ac i els 1.500\u20ac, quan hist\u00f2ricament sempre hav\u00edem estat en percentatges del 20%.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-medium wp-image-17110\" src=\"https:\/\/www.amatimmobiliaris.com\/w\/wp-content\/uploads\/2022\/01\/casa-lupa-300x208.jpg\" alt=\"\" width=\"300\" height=\"208\" \/><\/p>\n<p><strong>Sobredosi legislativa<\/strong><\/p>\n<p>En 12 mesos hem tingut vuit canvis d\u2019escenari en refer\u00e8ncia al marc legislatiu de l\u2019habitatge i, en especial, del lloguer. Alguns han estat canvis aprovats que despr\u00e9s no s\u2019han convalidat, altres han estat canvis anunciats i no presentats al darrer minut, per\u00f2 que de totes formes creen incertesa. Tots aquests canvis demostren que <strong>no hi ha cap tipus d\u2019estrat\u00e8gia ni de consens pol\u00edtic respecte l\u2019habitatge<\/strong>. S\u2019intenten resoldre els problemes reals que tenim a curt termini, per\u00f2 no es posen bases reals per al mig i llarg termini.<\/p>\n<p>Hem acabat amb la Llei 17\/2019 de 23 de desembre, de <strong>mesures urgents per millorar l\u2019acc\u00e9s a l\u2019habitatge<\/strong>. Aquesta llei modifica varies lleis, com les de habitatge, l\u2019urbanisme o la d\u2019emerg\u00e8ncia habitacional. L\u2019objectiu \u00e9s bo: aconseguir habitatges per les fam\u00edlies m\u00e9s desfavorides. Per\u00f2 s\u00f3n correctes les mesures plantejades? Ha de recaure, preferentment, com una obligaci\u00f3 per els grans tenidors? El llindar de gran tenidor \u00e9s el correcte? \u00c9s normal que es legitimi una forma d\u2019ocupaci\u00f3, encara que sigui en relaci\u00f3 als tenidors financers?<\/p>\n<p>Des de el nostre punt de vista, aquesta nova llei posa en evid\u00e8ncia el frac\u00e0s del qu\u00e8 haur\u00edem d\u2019haver aconseguit: <strong>edificar habitatges socials a trav\u00e9s de la col\u00b7laboraci\u00f3 publico-privada<\/strong> com passa en tants i tants pa\u00efsos europeus. I ho substitu\u00efm per tanteig, retracte, acceptaci\u00f3, ocupaci\u00f3, etc.<\/p>\n<p>Ens preguntem, \u00e9s un gran tenidor la persona f\u00edsica o jur\u00eddica que t\u00e9 15 habitatges? Ha de tenir el mateix tracte qui t\u00e9 15 habitatges que qui en t\u00e9 500? No \u00e9s diferent?<\/p>\n<p>Doncs des de el nostre punt de vista \u00e9s discutible, a Catalunya hist\u00f2ricament l\u2019habitatge ha estat una forma d\u2019estalvi, aix\u00f2 ve de generacions, i segur que hi ha forces propietaris que tenen m\u00e9s de 15 habitatges, alguns encara amb renda antiga.
