I quan tothom acaba fent el contrari del que voldria fer, potser el problema no \u00e9s de les persones, sin\u00f3 del marc en qu\u00e8 estan instal\u00b7lades i que les empeny a prendre decisions que no s\u00f3n naturals.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>La pressi\u00f3 actual sobre el mercat de l\u2019habitatge<\/strong> a les zones metropolitanes <strong>no \u00e9s fruit d\u2019una sola causa<\/strong>. Ho hem repetit moltes vegades: \u00e9s, de manera resumida, la <strong>conseq\u00fc\u00e8ncia de la manca d\u2019un model de pa\u00eds<\/strong> <strong>i<\/strong>, sobretot, <strong>d\u2019un model de decisi\u00f3 p\u00fablica<\/strong> <strong>que fa temps que no acompanya la realitat<\/strong>. Concentraci\u00f3 de poblaci\u00f3, atracci\u00f3 de talent, mobilitat internacional, llars cada cop m\u00e9s petites, allargament de l\u2019esperan\u00e7a de vida\u2026 tot plegat incrementa de manera estructural la demanda d\u2019habitatge. <strong>No \u00e9s conjuntural, no \u00e9s passatger i no s\u2019arregla amb mesures pensades per sortir del pas<\/strong>.<\/p>\n<p>&nbsp;<\/p>\n<p>A aquesta pressi\u00f3 sostinguda s\u2019hi afegeix una abs\u00e8ncia cr\u00f2nica: la <strong>manca d\u2019inversi\u00f3 p\u00fablica en habitatge<\/strong>, especialment en parc <strong>de lloguer i compra assequible<\/strong>. Fa d\u00e8cades que arrosseguem un d\u00e8ficit que ens situa molt lluny dels est\u00e0ndards europeus. I quan l\u2019oferta p\u00fablica no existeix o \u00e9s purament marginal, tot el pes recau sobre el mercat privat, al qual, paradoxalment, cada cop se li imposen m\u00e9s l\u00edmits, m\u00e9s incerteses i m\u00e9s obstacles.<\/p>\n<p>&nbsp;<\/p>\n<p>El resultat \u00e9s un sistema tensat fins al l\u00edmit. I en aquest context passa una cosa curiosa \u2014o preocupant\u2014: <span style=\"font-weight: bold; color: #da291c;\">ning\u00fa fa el que voldria fer<\/span>.<\/p>\n<p>&nbsp;<\/p>\n<p>Els propietaris que tenen un o diversos habitatges al mercat de lloguer de llarga durada voldrien llogar amb tranquil\u00b7litat, amb unes regles clares i amb la seguretat que, si les coses no van b\u00e9, el sistema els protegir\u00e0. Per\u00f2 <strong>quan la percepci\u00f3 \u00e9s d\u2019inseguretat jur\u00eddica, quan els canvis normatius s\u00f3n constants i imprevisibles, la decisi\u00f3 racional deixa de ser llogar i passa a ser vendre<\/strong>. No perqu\u00e8 sigui l\u2019opci\u00f3 desitjada, sin\u00f3 perqu\u00e8 \u00e9s la menys arriscada.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Molts dels llogaters<\/strong> que avui viuen en un habitatge tampoc voldrien comprar. Voldrien estabilitat i continu\u00eftat, per\u00f2 veuen com, massa sovint, quan s\u2019acaba el contracte els propietaris posen l\u2019habitatge a la venda. Saben, a m\u00e9s, que trobar un altre lloguer ser\u00e0 encara m\u00e9s dif\u00edcil. I aix\u00ed, <strong>acaben buscant seguretat en la compra, encara que no fos la seva primera opci\u00f3<\/strong>.<\/p>\n<p>&nbsp;<\/p>\n<p>Els qui volen accedir per primera vegada a un habitatge tampoc aspiren a comprar a qualsevol preu ni en qualsevol condici\u00f3. Molts preferirien comen\u00e7ar amb un lloguer, guanyar temps, flexibilitat i marge vital. Per\u00f2 <strong>quan l\u2019oferta de lloguer \u00e9s escassa o pr\u00e0cticament inexistent, el mercat de compra es converteix en l\u2019\u00fanica porta d\u2019entrada<\/strong>, amb l\u2019esfor\u00e7 financer que aix\u00f2 comporta i que, sovint, nom\u00e9s \u00e9s possible amb l\u2019ajuda familiar.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Les persones que venen a fer una estada temporal<\/strong> \u2014per feina, estudis o projectes concrets\u2014 no volen ocupar habitatges pensats per a resid\u00e8ncia habitual, perqu\u00e8 busquen unes caracter\u00edstiques i uns serveis diferents. Amb els canvis reguladors aprovats fa pocs dies, aquests habitatges desapareixeran. El resultat \u00e9s que aquestes persones <strong>acabaran competint pel mateix parc<\/strong> que hauria de servir per viure-hi tot l\u2019any, <strong>tensionant encara m\u00e9s el sistema<\/strong>.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>I els promotors?<\/strong> Tampoc volen marxar. Voldrien invertir, construir, ampliar l\u2019oferta i formar part de la soluci\u00f3. Per\u00f2 quan el marc regulador \u00e9s canviant, quan els terminis s\u2019allarguen indefinidament i la seguretat jur\u00eddica \u00e9s feble, la inversi\u00f3 es despla\u00e7a. <strong>No desapareix: se\u2019n va a altres territoris on les regles del joc s\u00f3n m\u00e9s clares<\/strong>.<\/p>\n<p>&nbsp;<\/p>\n<p>El resultat final \u00e9s aquest <span style=\"font-weight: bold; color: #da291c;\">m\u00f3n al rev\u00e9s<\/span>:<\/p>\n<ul>\n<li>Propietaris que venen quan voldrien llogar.<\/li>\n<li>Llogaters que compren per seguretat.<\/li>\n<li>Compradors obligats a entrar abans d\u2019hora.<\/li>\n<li>Llogaters que ocupen habitatges que no s\u2019adapten a les seves necessitats.<\/li>\n<li>Inversi\u00f3 que marxa quan m\u00e9s falta fa.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>\u00c9s leg\u00edtim preguntar-se: <span style=\"font-weight: bold;\">aix\u00f2 \u00e9s el que volem? <\/span>Volem un sistema que genera decisions defensives en lloc de decisions naturals?<\/p>\n<p>&nbsp;<\/p>\n<p>Potser <strong>ha arribat el moment de deixar de sumar regulacions sense una visi\u00f3 global i comen\u00e7ar a construir un marc estable, mesurable i coherent<\/strong>, que entengui les in\u00e8rcies del mercat i <strong>que posi l\u2019habitatge p\u00fablic al centre<\/strong>. No per substituir el mercat, sin\u00f3 <strong>per equilibrar-lo<\/strong>.<\/p>\n<p>&nbsp;<\/p>\n<p>Perqu\u00e8 quan ning\u00fa fa el que vol fer, <strong>el problema<\/strong> <strong>no \u00e9s individual<\/strong>. <strong>\u00c9s estructural<\/strong>.
